Controlling URLs structure per category, tag and slug

New to wordpress, I'm trying to ensure posts URLs remain under their category slug. The blog I'm working on has multiple top-level categories (coding, fitness, lifestyle) as well as tags for each category (coding: { python, ruby, java }, fitness: { yoga, trx, swimming }, etc).

I would like to ensure the slugs for each article will be nested under the appropriate category and tag, e.g -

blog.com/{category}/{tag}/slug

blog.com/coding/python/intro-to-python-3
blog.com/coding/java/jvm-tuning-tricks

blog.com/fitness/swimming/tips-to-improve-your-technique
blog.com/fitness/trx/maintain-balance-prevent-injuries

etc.

One requirement I have is that some selected slugs will be linked to the root path, e.g -

blog.com/why-read-this-blog

Due to being quite unfamiliar with the breadth of plugins and customizations Wordpress offers, I'm looking for some plugin ideas or event scripting solutions to this problem. Thanks.
