Error:The username has not been activated or blocked

2 weeks ago our website was hacked , but have however managed to recover it.Then updated the core module from 7.57 to 7.59. Our website worked fine for 3 days and on the forth day all of a sudden none of us could login i.e admin users and content managers. We all get the same message on the first attempt of trying to login.

We then asked our DBA to clear the flood table, as well as resetting the password of one admin user, but still getting the same message. Tried it on different browsers without success. My suspicion now is that somehow our permissions got messed up, however I really don't have any idea as to where to start looking. For our public users out there who don't need to login, all is working fine. Please help. Thanking you in advance.

We use www.websitename/user to access the login form.
