Not able to Validate Windows Cluster between On-Premise and Azure VM

I have two nodes say WIN1 and WIN2, WIN1 is an on-premise Windows Server 2012 and WIN2 is an Azure VM Windows Server 2012. They are both in same domain (on-premise) and have site-to-site VPN enabled. I have logged in from the domain admin user to both of them. When trying the validate Windows Server Clustering, following errors are coming.

When trying from WIN1: You donot have administrative privileges on WIN2

When trying from WIN2: Failed to access remote registry on WIN1

Note: Remote registry services are up and running on both nodes.
