Oracle12c - Web Enterprise Manager and browser access issue after changing IP from Localhost to LAN IP

I have installed Oracle 12c on Windows 64 Bit Desktop. The Installation went fine and at the end it informed me that the Oracle Enterprise Manager Web can be accessed at https://localhost:5500/em and it worked fine.

The dekstop PC receives static LAN IP say 192.168.0.113 from the router. So I configured my listener.ora to listen at this IP rather than localhost. I am directly entering the IP itself not a hostname here.

After this the Web based enterprise manager does not connect at https://192.168.0.113:5500/em It errors out stating

   This site can’t be reached

192.168.0.113 unexpectedly closed the connection.

How to I solve this issue? How do I ensure that when the listener is listening at 192.168.0.113 the web based enterprise manager should also work at 192.168.0.113?

I have tried to start listener on port 5500 as well by entering this in listener.ora but it did not help.

(ADDRESS = (PROTOCOL = TCPS)(HOST = 192.168.0.113)(PORT = 5500))

Any troubleshooting pointers would be great to know. Thanks.
