Facebook Ad optimized for Post engagement but charges for Impressions, How?

I am unable to understand that when we have a facebook ad running under Post engagement campaign and set "Ad optimized for" option to "post engagement", we get two options for "what you get charged for" option - 1. "Impressions" and other is "Post engagement" and also, Bid shows us as "X value" - per post engagement, then how does facebook charges for "Impressions" (if obviously we keep the default option to set to pay for impressions) ? Isn't only "post engagement" option valid for "what you get charged for" option?
