Graphics driver issue if system is powered on with monitor switched off

Curious issue that I'm hoping someone can shed some light on.

If my monitor is either switched on (or in standby mode) and i power on my PC, happy days everything boots as it should.

If my monitor is switched off when I boot my PC, and I then turn the monitor on after it's booted I'm greeted with the screen below, typical buggy graphics driver looking screen.

If I leave the monitor switched on and REISUB the computer boots fine again.

Not a completely system breaking bug as remembering to turn the monitor on is not the end of the world but just curious if anyone knows what's happening here?

System:

Ryzen 7 1800X
GeForce 1080 ti - nouveau driver (this bug does not occur with nVidia proprietary) Ubuntu 18.04 Kernel 4.15.0-34-generic

For the moment I have switched to nVidia proprietary but it would be nice to use and support open source.
