jupyter command does not work after installing with pip

I installed jupyter using pip3:

$ sudo -H python3 -m pip install jupyter
Requirement already satisfied: jupyter in /usr/local/lib/python3.7/site-packages (1.0.0)
Requirement already satisfied: notebook in /usr/local/lib/python3.7/site-packages (from jupyter) (5.7.6)
Requirement already satisfied: qtconsole in /usr/local/lib/python3.7/site-packages (from jupyter) (4.4.3)

etc. with a bunch of other dependencies.

I can't run jupyter from terminal, however:

$ jupyter
bash: jupyter: command not found

I tried adding the directory pip tells me in my .bash_profile:

export PATH="/usr/local/lib/python3.7/site-packages:$PATH"

But still it can't find the jupyter command. I only have the system python:

$ which python3
/usr/local/bin/python3
