Software switching on domestic routers

I'm a student and I'm studying IT tech. During a class our teacher says us that, it's possible, on a cheap, domestic, routers, that it could use a software switch and not an hardware switch.

So my question is: it's possible that a cheap, domestic, router implements a "software switch" instead of an hardware switch? And from the point of view of ISO/OSI model this mean that, the entire level 2 is emulated trough a software? The 4 ethernet ports of the domestic router, are, so, linked just with a layer 1 bridge?
