Replace Refrigerator Capacitor along with Start Relay?

I recently smelled a very bad smell coming from my fridge and discovered a shorting and half melted start relay.

The capacitor appears to be fine. Should I replace both pieces or do I only need the start relay?

Also - I could still hear the compressor running despite the failed relay - does this give me any assurance that the compressor is not locked up or the root cause here? I want to determine if replacing these parts is going to actually fix the problem here and I am not wasting my money.
