Migrating local SQL dump to Azure Database for PostgeSQL

Trying to migrate local PostgreSQL SQL dump I have into a Azure Database for PostgreSQL. Needless to say I am very green to Azure. I've been following the links below, but none really how to mention how to get the SQL dump onto the server.

Tried conventional methods like WinSCP and accessing the server directly, but it won't connect. I can access the server via Cloud Shell in VSCode. I do have pgAdmin working as well, but it just crashes if I try to restore the SQL dump.

I did have to add other storage to use Cloud Shell aside from the storage for Azure Database for PostgreSQL. Isn't clear to me if the storage and the database are able to communicate.
