JDWP option syntax error

I am trying to start tomcat in debug mode but it's not starting and throwing the following error:

 ERROR: JDWP option syntax error: -agentlib:jdwp=transport=dt_socket,address=8000,server=y,suspend=ndt_socket,address=8000,server=y,suspend=n 

Here are the basic steps I am following:

Run the 1st command : set JPDA_ADDRESS=8000

Run the 2nd command : set JPDA_TRANSPORT=dt_socket

Run the 3rd command : catalina.bat jpda run

And I see the above mentioned error.

The reason I am running catalina.bat jpda run and not catalina.bat jpda start is because I can see the error in the same window and with start, the window just disappeared after a sec.
