Can I dim lights by making amount of power smaller?

Can I dim lights by making amount of power smaller? I'm using Falcon Eyes LH-ESB6060K lighting kit. I thought, It should be possible, but is it safe? And is there any other way to dim it?

Judging by the descriptions I found on Google & from Falcon Eyes Daylight Lamp 28W E27 ML-28

The Falcon Eyes ML-28 28W Daylight Lamp is equipped with an E27 socket and has a power comparability of 140W. Further the ML-28 spiral daylight lamp provides a stable color temperature of 5400-5600K.

that would be 'No'.

Most energy-saving fluorescents are not dimmable.
You can get them, but they would not have an accurate colour-temperature - see this eBay search for examples.
