Command Line OBJ Model Merging and Texture Applcation

I would like to use the command line to take 2 obj files and merge them while also merging their associated material files.

I would also like to be able to in the same command line apply a texture to an entire obj file making every polygon "linked" to that texture.

I apologize if I am using the wrong terminology. I'm working on automating the conversion of some d3d files to obj and part of that involves giving them proper texturing and merging the individual files. d3d files don't have material data so I am basically starting with 10-20 obj files each having no material files and each with the expectation that each file has one texture to be applied to it.
