Can BlendDataLibraries be used as 'slave files'?

I am using the load function from BlendDataLibraries a lot in scripting, but I can find very little on using BlendDataLibraries more broadly. Can the write function (and/or others) be used by one .blend file to store data (objects, materials, scenes) in other .blend files without opening them? If so, how, and if not, are there other options for doing so? Thank you.
