Rendering reuse rendered frame data

I have created an animation. Some frame ranges have areas that do not change. How come that blender needs to render the entire frame (including an area that did not change, compared to the in the previous scene).

Can't it just copy the rendered data from a previously rendered frame (.png) when that region doesn't change?
