Environment tilesets: slicing and padding

What is a general workflow for slicing a tile set into individual sprites (e.g., all being 16x16px) and adding padding? I'm trying to go from my test tile sheet to something like this example from Stardew Valley. Each of Stardew Valley's tiles are 16x16 and have a 1px padding around them.
