Unable to add product attribute using backend (Magento 2.3)

I've either come across a Magento 2.3.0 bug or I'm confused about how this process works. I'm hoping someone here can clarify what I should be expecting.

I'm using the backend to edit products. I go into a product and click "Add Attribute." A series of existing attributes come up. I select one (in the latest example, "Color") and click "Add Selected".

In all cases I've tried, the page refreshes, looks like it did some work (brief "Please Wait"), and then after that nothing changes about the product. The attribute can't be found, either in the main list of attributes or in any other section.

Have I found a bug or am I doing something wrong? I've tried this with configured items and also non-configured standard items.
